Tulelake, CA— At tonight’s Special Meeting of the Tulelake City Council a number of news items have come to the fore front. From the update on the wastewater project, to the announcement of the recall election for the Mayor Randy Darrow.
Starting off Jim Cook former Siskiyou County Supervisor brought the city council up to date with the latest and “Recent changes at the state re: the wastewater project has indicated positive steps forward…” according to Jim Cook at tonight’s meeting. There was further discussion, but there was no action at this time with the wastewater project before the council at tonight's meeting.
The council went into closed session to discuss the latest issue with the out come that Jerry King and the mayor, Randy Darrow will continue negations with the purchase of the Boyd property.
The City Clerk Joe Cordonier brought the council an update with the most recent recall effort and the status for the recall election slated for June 3, 2014. And enough signatures were gathered to put the recall on the ballot and they have been verified by the Siskiyou County Clerk Colleen Setzer. Along with several slots for people who are interested in a seat on the city council, should the Mayor Randy Darrel be recalled and lose his seat, not only as a council member, but as the Mayor of Tulelake, CA.
According to Mayor Randy Darrow, “People have the Constitutional Right to speak. My dad’s service in the Army where he went across to Germany to keep that right and defend the Constitution.” Where Jerry King spoke up during his comment section and stated, “It’s a bunch of boloney”. And where Dar Carroll made the following comment in the last Regular City council meeting, “I will resign my seat if this recall goes forward’. Council member Tom Cordonier had "no comment at this time."
And once again someone has gone around and have falsely been saying that the Mayor Randy Darrow was going to raise the utility rates and that information is what was being presented when people were going around tying to get people to sign the recall petition, according to a reliable source.
It is not possible for any Mayor or council member to do that on their own because of a California Proposition 218 (1996). Which could in effect make the recall election petition signatures that were gained under false pretenses, in-order to get the required signatures on the ballot for the recall. An investigation could very well be started to get to the bottom of who is the responsible party for such a falsehood directed at Mayor Randy Darrow of Tulelake, CA to get a recall of the mayor on the ballot.
For the Mayor on his own to raise utility rates would not possible according to California Proposition 218 (1996). "Prop 218 amended the California Constitution (Articles XIIIC and XIIID) which, as it relates to assessments, requires the local government to have a vote of the affected property owners for any proposed new or increased assessment before it could be levied. The Proposition was passed[1] by California voters on November 5, 1996, and the assessments portion placed in effect on July 1, 1997.
In the past, the local government agencies were not required to obtain ballot approval from the property owners before levying street lighting assessments; only council approval was required, even if there were significant protests. Government agencies affected by Proposition 218 are counties, cities, and special districts."
