Tulelake City policies and procedures need to be updated to present time and stop living in the past.
Tulelake, CA— At tonight’s meeting of the Tulelake City Council on the agenda was Josh Egalite owner of SteelNet with more information to present to the city council. Josh Egalite wants his company to provide another source for connecting to the Internet.
Several comments were made where it was felt that SteelNet can and does provide a better service compared to Cal-Org the only Internet service provider presently for the City of Tulelake, CA. Where one person mentioned that with the service she did not have to restart as much as she has in the past with Cal-Org before she became a customer of SteelNet. She highly recommends the City of Tulelake allow or find a way to come to some sort of an agreement or terms with SteelNet.
Josh Egalite brought to the city council his research of using the Cellular One Tower that is leased from the City of Tulelake. According to Josh Egalite it would not be cost effective in the amount of money and other charges that Cellular One would want in exchange for SteelNet to place antennas on their tower. It was a “No Go” and SteelNet would have to charge more than they could recoup and still just break even with no profit in sight with the Cellular One tower located by the Tulelake Volunteer Fire Station.
Josh Egalite showed a sample of what one of the antennas looked like so the Tulelake City Council could get a better idea and size of equipment that SteelNet would be placing on the Tulelake water tower. The discussion then leads to having Josh Egalite make a fair offer for using the Tulelake water tower. Since in the past a former cable company had their equipment placed there. Not only on the water tower but also with the satellite dishes below that the City of Tulelake is in negation to the removal of the equipment. But who is going to pay the cost of removing it? The former cable provider or the City of Tulelake? No resolve yet.
A point was also brought up that Cal-Org does have employees who live and work in the city of Tulelake. How many employees will SteetNet be employing in Tulelake if the city of Tulelake approves their request and contract?
It was suggested by the council that Josh Egalite come before the council again with some form of a contracts from other cities for the city of Tulelake to look into as the city checks into the legal aspect of being able to lease space on the water tower. With the point being made as long there was no conflict with the possibility of other companies approaching the city and wanting to place their equipment on the Tulelake Water Tower too. The Tulelake City Council then made a motion to table it until more information can be provided.
There was discussion by Jeremy Morris the City Engineer and a bid written up for having improvements made to the Tulelake Library such as new electrical outlets installed, a new air conditioner with a thermostat, new light fixtures and switch, repair existing exposed wiring, fan in restroom, applicable wiring and new desks for the computers, along with improvements made on the area of the Tulelake Library for Internet users to have a safer environment to work in when using the Internet in the Tulelake Library. These improvements will bring a smile to Lorraine Fine's face no doubt the city of Tulelake's Librarian.
The city of Tulelake gave the Loan Committee authority to issue new loans according to the requirement the loan committee has come up with in their discussions on the loan committee due to the nature of their handling sensitive private and confidential information that comes to their committee. They have changed some of the past procedures and have come up with a better way of handling loans for interested parties.
Unless there comes a situation or dispute where an applicant does not agree with the loan committees’ decision, they can then have the opportunity to bring their complaints to the full City of Tulelake Council at a Regular or Special meeting for their recommendation as the final outcome for people applying for loans from the city of Tulelake funding. The Loan Committee consist of Jim Smith the Chairman and Jenny Coelho the city of Tulelake’s City Administrative Clerk, along with Lorraine Fine city of Tulelake's Librarian.
In the works is a City Surplus Sale being set for the end of the Month on July 30th that the City Administrative Clerk Jenny Coelho will be organizing to let the public be informed about it.
There was updated information presented to the council about the insurance costs of having a BMX track if a group were to approach the City Council with such an idea. It was pointed out that presently there is no city policy on a group coming in and wanting to set up such an event as to the liability to the city of Tulelake or a policy presently. It was suggested that it is time the city of Tulelake begin writing such a policy now, instead of waiting until a group does approach the city with such an idea. Where a group comes along and then has to wait for the city of Tulelake to write and pass a resolution or city policy. Instead of planning ahead and doing it now as it was suggested might be the smart thing to do, rather than wait until such a group approaches them in the near future.
As well as other city polices that up to this point have not been written either. Such as a policy by the City of Tulelake on who investigates the chief of police instead of using the Police Department's policy and procedure. It is time the City of Tulelake writes such a policy for the future in case such a situation should arise. So that there is a way to investigate the Chief of Police for wrong doing by following city of Tulelake Policy and not one set by the Chief of Police that he uses as a guide for investigating other police officers but a policy separate from entirely from the Tulelake Police Department to protect the rights of citizens and not just the Chief of Police’s rights. Which can be considered unconstitutional, if ever taken to court on those very grounds alone.
Such as requests being made to have an independent investigation when a Chief of Police has made bias comments in city council meetings on record and is now in charge of investigating a complaint about a fellow officer with the very person in charge of the investigation who happens to be the very same person who made and has made numerous negative comments in city council meetings and to others about the person who has a filed complaint against one of his police officers.
