City of Tulelake increases Burn Pit Fees

On February 17th at the city council meeting, the City Clerk, Iva Rogers, gave Mike Campbell the oath of Office, where both Mike Campbell and Sara Luscombe were interviewed for the seat vacated by Bob Hugebanks after a recall was threatened against him and the cost to the city of Tulelake for such a venture.

Council Member Marcillac made a motion to appoint Mike Campbell as the new City Council Member. It was seconded by Council Member Nicholson with a 3-1 vote as Council Member Nicholson voted nay.

Mayor Ebinger made a motion for Council Member Marcillac to be Mayor Pro Tem and for newest Council Member, Mike Campbell to be the Library and Garbage Commissioner.

Jim Cook was at the meeting to give information to the City Council about the application of grant funds that will be made to the Community Development Block Grand (CDBG) by the end of March 2015.

Then there was discussion of approval of step raises where the Director of Public Works brought his recommendations to the City Council for each Public Work’s employee.

First up was Jose Perez going to step 10 ($13.12) plus longevity. Council Member Marcillac made motion that it be effective on 2/22/2015. Motion carried with one nay by Council Member Darrow. Next was a motion by Council member Darrow for Scott Carroll to go to Step 5 ($11.31) but motion died as lack of a second. Council Member Marcillac made another motion that effective on 2/22/2015 Scott Carroll goes to Step 3 ($10.77) plus longevity. Motion carried with Council Member Campbell making a second on the motion. Council Member Marcillac made motion that it be effective on 2/22/2015 Sam Flores goes to Step 2 ($10.51) where it was seconded by Council Member Nicholson.

The City Clerk regarding the change in the regular meeting day and time read the first reading of City Ordinance 204.010 and 2.04.020.

In further action discussion of Burn Pit Fees and leaving the burn pit open year around where it was noted by the Pubic Works Director that costs to keep the burn pit open year round included employee time. Council Member Nicholson and seconded by Mayor Pro Tem Marcillac made a motion to increase fees from $1.00 to $5.00 per month with charges in place from March through November with Council Member Campbell voting nay. The burn pit would be left open year around at the discretion of the Director of Public Works.

Approval of the 3rd extension for Siskiyou County Dispatch/Criminal records service. Discussion took place for approval to do the background check on Mr. Ridgeway with the second police officer department applicant for the city of Tulelake.
