The City’s secretive closed meetings, its non-responses to the Committee’s inquiries and offers, its negotiations exclusively with the Tribe, its refusal to allow the Committee to have an agenda item to discuss its purchase offer, and its Ordinance that designated the Tribe as the purchaser, suggest that the vote on July 31 was a mere formality for an already-made decision.

Interesting? Maybe the "Tule Lake Committee" should explain why they were not aware of the Tulelake City Council Meeting on July 3, 2018 according to the court filing Case 2:18-cv-02280-KJM-CMK Document 5 Filed 08/22/18?
Here is the Agenda July 3, 2018 & Minutes July 3, 2018 before the July 12, 2018 Klamath Falls newspaper article in the Herald and News where the "Tule Lake Committee" claimed about in their filing with the court on 08/22/18. Easily accessible on the City of Tulelake website at Agendas & Minutes.
Could it be that this is just another sham by the "Tule Lake Committee" preventing a fence around the Tulelake Airport, as it has been all along? And now want to delay the sale from going through between the City of Tulelake and bring up accusations against the Modoc Tribe to try and achieve their intended agenda, that they have been doing for years to prevent the fencing around the airport, and if they get possession of the Tulelake Airport will see to it as owners of the Airport, that the fence never goes up.
Sounds like a shame to me by the "Tule Lake Committee".

Where the "Tule Lake Committee" stated under oath and penalty of perjury, "The Committee’s offer was reported in a news article the following day in the local Klamath Falls newspaper, the Herald and News."
Once again not factual. There was no mention of any offer reported in the news article as claimed by the "Tule Lake Committee" from the legal filing in paragraph 28., above.
But the following was mentioned:
"Earlier this month, the Tulelake City Council held the first reading of an ordinance authorizing the sale of the land underlying the airport to the Modoc Tribe of Oklahoma. The airport itself is owned by Modoc County. The council is expected to finalize the sale at its July 31 meeting."

The problem with that statement in the Herald and News on July 12, 2018 in the article Tulelake council approves first step to sell land underlying airport Jul 12, 2018 By LEE JUILLERAT for the Herald and News. Is that the next meeting scheduled was Tuesday, July 17, 2018, not Tuesday, July 31, 2018 as mentioned in the article by LEE JUILLERAT.
And where "Attorney Michael Colantuono of Grass Valley, Calif., who has represented the city in negotiations over the past several months, said the hearing is intended to allow public comment.
Was Attorney Michael Colantuono referring to Tuesday, July 17, 2018, or Tuesday, July 31, 2018? Where the next upcoming meeting at the time the article was written would have been Tuesday, July 17, 2018, not Tuesday, July 31, 2018.
" According to the ordinance, which must be approved by four of Tulelake’s council members, the sale “achieves the City’s purpose of continued operation of the airport as a public airport.” If the second reading of the ordinance is approved at the council’s July 31, the transfer will take place within 30 days.

Why didn't Lee Juillerat not mention that in his article above? But instead refers to the July 31, 2018 meeting as the next upcoming meeting. When in reality the next scheduled meeting would have been Tuesday, July 17, 2018. The following from the article above, "A vote to adopt the ordinance is scheduled following a public hearing at the upcoming meeting." Would have been Tuesday, July 17, 2018, not Tuesday, July 31, 2018?
"Following the war, the property was conveyed to the city of Tulelake in 1951 with the stipulation it be used as a public airport. The transfer also said the property would revert to the U.S. if it is not used as a public airport."
