There are solutions if people took time to have both, the less fortunate and the stores working together on the issue. But instead criminalize the less fortunate is a cop out, pun intended.
First question: Why do the less fortunate use shopping carts?
Second question: What is the cost of replacing a shopping cart lost or taken?
Third question: Could someone build specialty carts for the less fortunate?
Forth question: Could a safe place be provided to store specialty carts?
Fifth question: Who would pay the cost for the specialty carts and specialty storage for the carts vs. cost to replace shopping carts and fines for not picking them up?
Sixth question: What are the court costs for both the less fortunate for citations and the store costs for replacing and picking up carts? Plus the cost of law enforcement in citing the less fortunate and the store owner by fines?
Something to think about and maybe discuss?
