People are always asking why there was a switch from County Commissioner Position 1 to County Commissioner Position 2 in the Primary Election in Klamath County on May 17, 2022. There are several reasons as to why there was a switch. One being, "Who wants to be in a three-ring circus?". I sure didn't.
When Klamath County Commissioner, Donnie Boyd, had announced his resignation from the Board effective January 10, 2022, citing “personal reasons.” The first person to file for the seat was the former Chief of Police of Klamath Falls, Oregon, Dave Henslee on December 3, 2021. Shortly after was James C. Garland of Klamath Falls, Oregon on December 9, 2021, for the open seat being vacated by Donnie Boyd citing “personal reasons.” for County Commissioner Position 1.
On September 10, 2021, Kelley Mindy Morris incumbent filed for County Commissioner Position 2 and on December 8, 2021, Todd J. Gessele filed for County Commissioner Position 2 against Kelley Mindy Morris incumbent for County Commissioner Position 2. On January 6, 2022, for some odd, strange unknown reason, Todd J. Gessele, amended his application filed on December 8, 2021, from County Commissioner Position 2 to County Commissioner Position 1 to join Dave Henslee and James C. Garland for Commissioner Position 1, soon to be vacated by Donnie Boyd on January 10, 2022, citing “personal reasons.” Candidate Filings Primary - May 17, 2022

James C. Garland decided to make a switch of commissioner positions the next day on December 9, 2021, the day after Todd J. Gessele did. It would now be Dave Henslee vs. Todd J. Gessele for Commissioner Position 1 and Kelley Mindy Morris incumbent vs. James C. Garland for Commissioner Position 2 on the ballot, that was as long as no one else entered the race from that point in time.
But once again things changed on February 25, 2022, where Allen B. Headly entered the race for Commissioner Position 1 with Dave Henslee and Todd J. Gessele to be on the ballot. Then on March 3, 2022, Brandon E. Fower filed for Commissioner Position 1 with the final filling date being March 8, 2022, where no more candidates can enter the race for Commissioners Position 1 and Position 2 for the Primary Election on Tuesday May 17, 2022.

Garland is a low-income candidate who will not be endorsed by any political group or party from the Left, Right or any Religious Organization claiming to be Nonpartisan, nor will the candidate be attending any meeting such as Klamath County Association of Realtors (KCAR), Klamath County Democrats, Klamath County Republicans, Oregon Family Council or any of the questions submitted to be interviewed by said group or organizations as James C. Garland is the People's Commissioner who will be representing the less fortunate (homeless) to people in power across Klamath County and will not be endowed or endorsed for the purpose of having strings attracted to the position of County Commissioner 2 in the up and coming election between Kelley Mindy Morris incumbent vs. James C. Garland for Commissioner Position 2 on the ballot and Primary Elections set for Tuesday May 17, 2022.
