Klamath County proposing ordinance for commercial solar facilities

Klamath County— There were 3 agenda items on April 26, 2022, Board of Commissioners and Planning Commission meeting.

1. Consideration for a request to approve a change from "Residential" to "Industrial" and from Medium Density Residential to Light Industrial on 3.5 acres. Several witnesses testified against the change. After deliberation by the Planning Committee and passing Group for Johnson was passed on to the County Commissioners present. Where Kelley Minty Morris, Chair and Derrick DeGroot, Vice-Chair approved the zone change.

2. Consideration for a request to approve a change from “Commercial” to “Residential” and Zone Change from General Commercial to Medium Density Residential on 0.50 acres consisting of two parcels. Parcel 1 is developed with a single-family dwelling and Parcel 2 is vacant. The applicant proposes to develop Parcel 2 with a single-family dwelling. After deliberation by the Planning Committee and passing Plum Ridge Farms, LLC was passed on to the County Commissioners present. Where Kelley Minty Morris, Chair and Derrick DeGroot, Vice-Chair approved the zone change.

3. Klamath County is proposing an ordinance to create siting standards for commercial solar facilities. The ordinance will protect resources within the County by excluding development of commercial solar facilities on properties consisting predominately of soils within the Class 1 to 3 range and/or within wildlife habitat areas designated as Crucial Winter Range by the Oregon Department of Fish and Wildlife. After deliberation by the Planning Committee recommended Klamath County Solar Ordinance be sent to County Commissioners as written. It was recommended to be referred it to county council for review by Derrick DeGroot, Vice-Chair for consideration. Where Kelley Minty Morris, Chair set the issue at hand to a county council meeting set for May 24th, at 10 AM for the county council to review ordinance for legal ramifications.
