City of Klamath Falls needs to apologize to: Wingwatchers'

Klamath Falls city attorney Michael Swanson wants an apology for something that is the city's responsibility regardless as to whom holds the position of city clerk.

Even in the absence of the city clerk there needs to be someone capable while the city clerk is away to fill the shoes of the city clerk. There are no excuses personal or otherwise.

And if the city clerk was not brought up to speed, then that is the city's problem, not the public's problem to suffer on account of it.

There have been several city council meetings where the public has spoken out against the jet in Vets Park. And for the city not to be aware of it is fool heartedness and the city of Klamath Falls knows it, from the mayor on down.

Where city attorney goes on to claim that "Ms. Barrington is a hardworking and valued part of our team." Well, it seems the team is the one responsible for bringing Ms. Barrington up to speed, not the general public or a group doing their best to be placed on the agenda in time enough to meet the requirements of proper notice.

It is the team as city attorney Michael Swanson referred to it as when it comes to dealing with and taking care of city business, even in the absence of another team member. The team failed.

Above is the planned location that the MOU by both City of Klamath Falls, and County of Klamath was signed on the 23rd of June, by Kelley Minty (Board Chair) and Jonathan Teichert (City Manager),
with no public input?

"Typically, a staff member prepares a report which is then reviewed and either approved or sent back for more work prior to being placed upon a meeting agenda. Those reports are usually due on the Thursday two weeks prior to a meeting. We then hold a staff meeting on the Monday the week before a Council meeting in order to review the agenda as a whole and make any final changes. Due to public meetings laws, the agendas for regular meetings must be published well in advance of the meeting itself. Depending upon the items for discussion and if public hearings are required, this advanced notice can be as much as 7 days. In the situation at hand, Ms. Lowe arrived the day of publication and wanted to have her issue placed upon the agenda. Due to deadlines, that was not possible. She still has the ability to come to the meeting and share her thoughts during the public comment period, as does any citizen."
