7. Bids/Awards/Proposals 1. In The Matter Of Accepting A Quote For Phishing And Threat Training And Exercise Platform – Jessica Chastain, IT Director. Background: Klamath County utilizes software for phishing and threat training and exercises. Our current contract is about to expire with our current vendor and so different platforms were reviewed, with Hoxhunt being the platform selected. I received three quotes as follows: Vendor Total Fiscal Impact Year 1 Total Fiscal Impact Year 2 & 3 Hoxhunt $15,059.32 and $13,059.32 SHI $ 17,857.39 and $15,984.66 CDW-G $18,276.96 and $16,360.27
The department would like to move forward with the quote from Hoxhunt for a term of 3 years, with a total fiscal impact of $41,177,96 over the 3-year agreement.
Recommended Motion: Allow the IT Director to accept the quote for Hoxhunt software from Hoxhunt. The fiscal impact is $15,059.32 for the first year and $13,059.32 for years 2 and 3, to be paid out of the technology maintenance budget.
In The Matter Of Authorizing Klamath County Community Corrections Accepting The Lowest Bid From Rocky Mountain Construction Of The Asphalt At Klamath County Community Corrections Transitional House On Vine Street. Aaron Hartman, Community Corrections.
Background: Klamath County Community Corrections requested bids from asphalt companies for the re-doing of the asphalt at the transition house on Vine Street. Community Corrections reached out to three (3) companies, but only received two (2) bids in response. Community Corrections would like to accept the lowest bid that came from Rocky Mountain Constructions.
Rocky Mountain Construction: $33,540.10
Webb Asphalt & Sealing, Inc.: $44,600.00
Recommended Motion: Approve Klamath County Community Corrections to accept the bid from Rocky Mountain Construction, allowing Aaron Hartman to sign on behalf of Klamath County. Fiscal Impact: No fiscal impact at this time.
8. Agreements
In The Matter Of Approving An Agreement With Oregon Community Foundation And Community Corrections For Background: In December 2022, Community Corrections was awarded funds for the cocalled nstruction of Tiny Homes for our Project Homefront location, through a grant called Project Turnkey. Being that Community Corrections was awarded these funds, we were invited to participate in some learning modules through Oregon Community Corrections was awarded these funds, we were invited to participate in some learning modules through Oregon Community Foundation, with an honorarium awarded for the participation of the 3 learning modules held from May 1, 2023, through December 31, 2023.
Recommended Motion: Approve the agreement with Oregon Community Foundation and Community Corrections for learning modules and acceptance of an honorarium. Fiscal Impact: A revenue of up to $3,000 to Community Corrections operating fund.
2. In The Matter Of The Approving And Signing Amendment #1 To Intergovernmental Agreement Between Klamath County And DCBS (Department Of Consumer And Business Services) For July 01, 2023- June 30, 2026. Rick Vaughn/ Tax
Background: Amendment #1 to intergovernmental agreement PO-44000-00020754 raises the maximum compensation payable to Local Government from $10,000.00 to $59,500.00
3. In The Matter Of Executing The Central Oregon Public Works Partnership (COPWP) Intergovernmental Agreement. Jeremy Morris, Public Works Background: Klamath County Public Works would like to enter into an IGA for “emergency snow removal” on Crescent Cut off by Deschutes County. We feel like we have a good game plan in place with ODOT to continue daytime snow removal on Crescent Cutoff, but they may have an emergency develop where they need their forces for highways only. The attached Central Oregon Public Works Partnership is a group/membership IGA (similar to the MORE IGA) that will allow for mutually agreeable on-call services in addition to other potential future opportunities for equipment sharing, mutual aid, etc.
Recommended Motion: Board approve and execute the Central Oregon Public Works Partnership (COPWP) Intergovernmental Agreement. Fiscal Impact is none.
