Commissioner Henslee sought his own counsel

Sheriff Kaber addresses the Board requesting the County pay the invoice for private counsel he retained. Commissioner Henslee has concerns: there should have been preauthorization, believes the letter damaged our County and our employees, and doesn't agree with the opinion.

Additionally, Commissioner Henslee sought his own counsel based on content of that letter and is upset over the situation. Sheriff responds and elaborates why he believes that he needed to retain separate counsel on behalf of "The Office of the Sheriff".

Commissioner Henslee responds and he feels that the Commissioners had to respond to a situation, the attorney's letter was damaging to our staff and they are angry, if the County pays the invoice he feels we would be complicit with the attorney's opinion.

Sheriff disagrees. Discussion about preauthorization before hiring outside legal counsel. Sheriff indicates that he offered mediation and was ignored, feels that two deputies have their jobs because of that letter.

Commissioner Henslee disagrees and indicates that he and the Sheriff spoke many times off record about this issue so it's not right to represent that the Board ignored his request for mediation.

Commissioner Henslee is not in favor of paying this invoice. Commissioner DeGroot says no.

Lake Ewauna Shoreline Restoration Project The Timbermill Shores development area is evolving into a vibrant hub for residents and visitors, featuring over 2000 feet of newly paved pathways and soon-to-flourish businesses, attractions, and scenic views. In line with the city's commitment to creating aesthetically pleasing and environmentally responsible surroundings, a comprehensive shoreline restoration project is underway. The first phase, recently completed, focused on removing invasive vegetation such as blackberry bushes and canary grass. These invaders are being replaced with carefully selected native foliage that not only enhances the area's beauty but also provides vital habitat for butterflies, birds, and fish. The U.S. Fish and Wildlife Service's Partners for Fish and Wildlife Program played a pivotal role in planning, designing, and supervising this vital project. Through a generous grant to Trout Unlimited, native plants were purchased and carefully planted by the expert team at Kestrel Country. The result? 1,350 plants of 62 species now grace the Phase 1 area of the shoreline restoration site, creating a thriving ecosystem that supports local wildlife.

The City is partnering with U.S. Fish and Wildlife Service and Trout Unlimited to renew the shoreline abutting Timbermill Shores. Excitingly, Phase 2 of this ambitious project is on the horizon, slated to commence in the summer of 2024. This phase will extend the restoration efforts along an adjacent stretch of shoreline, further enhancing the area's ecological integrity and visual appeal. As part of this transformative project, native showy and narrowleaf milkweed, alongside nectar flowers, have been carefully planted to attract and support monarch butterflies. These efforts not only beautify the area but also contribute to the conservation of these iconic pollinators. The restoration of Lake Ewauna's shoreline isn't just about environmental stewardship; it's about creating a thriving community space. Future

Replacing invasive vegetation with native foliage can improve water quality, increase area aesthetics, and provide suitable habitat for butterflies, birds, and fish. plans include interpretive and wayfinding signage, as well as potential water docks along the trail. These additions will not only benefit trail users and residents but also create a welcoming environment for native wildlife to flourish.
