Let's Talk about Phoenix, OR "Democrats, all they want to do is argue with you according to Republicans"
*Editor's Note: I am a liberal democrat who believes wholeheartedly in the truth and nothing but the TRUTH. Until this issue is resolved as to who is telling the truth and who is not it will continue to be investigated from all sides. To date, there has been no comment or reply from the following:

"I have concerns for two specific statements. Jamie McLeod-Skinner was not, as she reported, “the eighth city manager of Phoenix, Oregon, in seven years.”'

Setting the Jamie McLeod-Skinner record straight
As of the date of her employment with Phoenix, November 7, 2016, Jamie was the 3rd City Manager since 2007. Phoenix had 2 interim City Managers that filled vacancies while a permanent City Manager was hired.
1. 2007 to December 2011 – Jane Turner, City Manager January 2012 – July 2013 – Interim City Manager Eli Naffah
2. July 22, 2013 – May 2, 2016 – Steve Dahl, City Manager
May 2016 to November 7, 2016 – Our Planning Director, Matt Brinkley, was acting City Manager until Jamie was hired on Nov. 7th, 2016
3. Nov 7, 2016 – Jamie McLeod-Skinner Hired, Contract terminated March 8, 2017, for Jamie McLeod-Skinner.
No evidence of malfeasance or misappropriation of city funds was found in his investigation. Kanner wrote in a report. City auditors also found no indications of impropriety.

While I support removing Greg Walden from office, I am totally opposed to Jamie McLeod-Skinner as a possible replacement. Those whose exposure to Jamie is through her resume, website or her speaking at rallies have probably not interacted with her in a governmental setting.
As the former Phoenix Urban Renewal Agency chairman, I had several meetings with Jamie when she was city manager of Phoenix. I found her insulting, condescending and not a team player. Perhaps that is why she was fired after a few weeks.
As a former U.S. Air Force colonel, I represented an office within the Secretary of Defense on Capitol Hill and had interaction with members of Congress for several years. If elected, Jamie does not have the personality to be effective in Congress and would be ignored by her peers.
We can do better. I encourage voters to look at the other Democratic candidates.

"Jamie McLeod-Skinner says her roots are in Oregon. I think she moved from out of state to Ashland as a senior or junior in high school and then left the state shortly after high school, 1992. She lived in California for many years and then moved to Eugene, 2014. I would estimate that she has spent no more than 5 of her 50 years in Oregon. She left Oregon in 1992 and returned to college here in 2014."

McLeod-Skinner accuses the City of Phoenix with “fiscal mismanagement and inappropriate use of funds.” McLeod-Skinner publicly made similar false claims when the city terminated her employment. Of course, the city takes such accusations extremely seriously.
The city, therefore, hired a distinguished city manager with over 30 years of experience and a CPA firm to investigate McLeod-Skinner’s outrageous claims. All independent and credible experts found McLeod-Skinner’s claims to be unfounded.
I encourage McLeod-Skinner to please stop misrepresenting her Oregon work experience. Our citizens and public servants deserve better.
Please understand that, as Phoenix’s Mayor, I cannot emphasize enough how the City of Phoenix has always and will always be fully committed into the open and appropriate use of public funds entrusted to the City by our hardworking taxpayers. My intent is to defend Phoenix and make the citizens of our community proud; as indeed we are here in the wonderful City of Phoenix, Ore.

"I believe Mayor Luz took exception with Jamie’s comment about 7 city managers in 8 years. We believe the discrepancy lies in the fact that we are counting all persons that held the city manager position, including interim managers, whereas Luz is only including “permanent” managers in order to make the turnover rate look better. We feel justified in using all persons because some of the interim managers were in the position longer than some of the permanent managers."
