There seems to be a dispute going on between the Mayor Chris Luz of the City of Phoenix, OR., and Jamie McLeod-Skinner.

1) In 2011 Mr. Luz lost a lawsuit by a previous female manager for creating a hostile work environment.
2) Mr. Luz accused Jamie of lying about how many city managers preceded her. No. She didn't. There is archive footage of the Chief of Police stating at a City Council meeting that he had worked for 7 managers in 8 years.
3) Mr. Luz states that everybody was dissatisfied with her. No. They weren't. Her web page has endorsements from council members.
4) Shortly after Jamie left, 2 other female staffers departed. One of them is now a Jamie for Oregon volunteer.

1. "I was never accused of creating a hostile work environment. It was another person that was accused. The McLeod Skinner site contains this inaccurate info."
2. "Jamie should remove the 7-8 city manager reference from her site and stop repeating this falsehood. “Continual turnover in leadership – Jamie was Phoenix’s seventh city manager in eight years, and three of the four senior managers had recently quit or been replaced.”
3. & 4. "Every department head and almost all employees were dissatisfied with Jamie. Dissatisfaction was also expressed by the Chairman of the Phoenix Urban Renewal Agency. It is true that our youngest, brand new employee did join the Jaime campaign after she was terminated. All the department heads and every other employee except one is still with us. One employee took a better paying position in Ashland."

RVM: Are you worried that your opponent will use your short tenure at Talent City Manager against you?
JMS: If he feels challenged, he will attack me. So I look forward to that because I aim to challenge him. My entire career I have maintained a well-earned reputation for integrity and respect for my fiduciary responsibilities. That was part of the reason I was given for my hire as Phoenix City Manager: I was asked to help rebuild the city’s reputation. Shortly after I was hired, there was an election that brought in a new leader with different priorities. Sally Yates faced a similar dilemma under a new administration. I am and remain committed to integrity and ethics in public service, regardless of whether I’m attacked or fired for it. I think we need more of it in our representatives, and that’s part of the reason why I’m running.

James,
I’m not sure how to answer your question, as it’s kind of broad and vague.
I believe Mayor Luz took exception with Jamie’s comment about 7 city managers in 8 years. We believe the discrepancy lies in the fact that we are counting all persons that held the city manager position, including interim managers, whereas Luz is only including “permanent” managers in order to make the turnover rate look better. We feel justified in using all persons because some of the interim managers were in the position longer than some of the permanent managers.
If you want to provide more direct questions, Nichole may be able to help.
Alternatively, I would suggest you take a look into Mayor Luz’s background and that of the City of Phoenix.
