KLAMATH FALLS, OR— Do we all have a right to protest or not
Rumor has it there were reports Scott Volker harassing people all over Klamath Falls. Not just today but this has been happening for quite some time now. First information and pictures were from Starbucks on South 6th Street.
Then Scott Volker was out Oregon Institute of Technology and many students were upset over it too. They requested Scott Volker get a permit for the Free Speech Zone and not wonder off into the hall ways with his protesting signs.
Today there were reports of Scott Volker harassing people at WorkSource-Klamath and at Klamath Union High School posted on their Facebook Page that has since been removed and deleted.
Klamath Union High School made the comment that "Scott Volker was on public property and there was nothing they could do, because he was just protesting." There were other comments made that also have since been removed from the Klamath Union High School Facebook Page.
Today Lauren Frost started a petition Do something about Scott Volker.
"Scott Volker has been visiting local businesses threatening people and showing acts of violence (throwing and breaking things.) He called a local high school making veiled threats about raping high school girls. He has threatened to shoot women.
We have been told nothing can happen until he does something. That's not good enough. He needs to be investigated and his threats taken seriously. He needs mental healthcare. Something needs to be done before he harms someone and we mourn, wishing we had done something.

Protesting is fine. Months ago when most of us saw him carrying his signs we laughed it off. At no point was there a concern when it was just signs and him being peaceful. He has that first amendment right. No matter how ignorant his signs are he has that right and I would never take that away. This petition has NOTHING to do with his protests or his signs.
The petition is about him going to businesses and people on the street and threatening them with violence. The fact that he throws temper tantrums and has broken things. His threats and acts of violence puts our community in danger.
Scott or someone posing as him has commented on this petition and is claiming this is an attack on his first amendment rights. So, to clarify, make all the signs you want. Stand in front of Starbucks or Greenblade Bakery all you want. That is NOT the problem. The lack of following social constructs of throwing items and threatening people is the problem we are combating.
Scott needs mental health help before he hurts or kills someone. Inaction is not an option when someone threatens to shoot or rape people. There are too many different stories from people in Klamath Falls to ignore the problem. I personally hope Scott gets the mental health he needs and our community is safe once again."

And it is growing by the second and as soon as I publish this article, the petition will have grown by leaps and bounds.
And I did not sign it because I felt it would be unfair to do so for someone reporting on Scott Volker and would show a bias against him. And I am presently still verifying the rumors and by signing the petition it would make me unable to continue to report on this story fairly. I have also heard Scott Volker is being paid to protest. I have received no creditable information that says he is or that he isn't being paid to stand on corners protesting.
Even though personally I do not agree with what Scott Volker is doing, but he still has his rights to protest, the same way the rest of us have the right to disagree with Scott Volker.
But it needs to be done peacefully with no threats or bodily harm against Scott Volker to protest how ever he sees fit within the law. And if the Klamath Falls Police Department has no legal issues with Scott Volker, and he has not done what has been claimed he has done. Then there is not much else that anyone can do or that can be done. Expect to live with it.
