KLAMATH FALLS, OR— Tulelake News does not need the approval of the City of Klamath Falls

Why is it so difficult to get a simple answer when asking the simple question. "How do I go about getting on the agenda?" First I called and after speaking with the receptionist on the phone and then transferring me to Nickole Barrington, City Recorder, by leaving a voice mail, and even stopping by city hall to get the answer and was told I needed to speak with Nickole Barrington, City Recorder, in order to be able to get on the next agenda.

Then be told by Nickole Barrington, City Recorder, after the city council meeting that I needed to get the approval of Nathan Cherpeski, the City Manager in order to get on the agenda now.

Where Nathan Cherpeski City Manager said I would need to do a proposal in order to get on the agenda. And I mentioned to Nathan Cherpeski City Manager that I just did, and all the city council was given copies of it before I began my three minutes to speak under public comments.

I mean what is this? First, I am told I need to speak with Nickole Barrington, City Recorder, then after the meeting told by Nickole Barrington, City Recorder, that I need to get the approval of Nathan Cherpeski the City Manager before I can get on the agenda.

On Thursday, May 30, 2019.

"Good morning Mr. Garland,

Nickole Barrington, our City Recorder, asked that I reach out to you regarding the City Council meeting on June 3. She said that you are able to speak to Council under Public Comment, as the Agenda has been published already.

And I did speak for the three minutes, but it was clearly not enough time to explain my proposal. That is why I wanted to be placed on the agenda for the next city council meeting. A simple task you would think, but further from the truth of the matter. Where I asked the city council and the city manager and the city recorder if any of them had ever been homeless before and if they have been homeless before for them to raise their hand. Not a single hand went up in the air.

The city of Klamath Falls does not like the idea of the homeless being in Vets Park, because they don't want tourists to see the homeless, as if they don't exist, less well to be fed at Vets Park. Trying to make a compromise by locating a building that might work to serve that purpose to feed the homeless away from Vets Park, so tourist would not have to see the homeless being fed in Vets Park. Locating a building might work with that purpose in mind, and keep everyone happy. Feeding the homeless breakfast and away from Vets Park.

After speaking with the Mayor during this event below. Where I shared with the mayor where I would like to work on feeding the homeless breakfast in the park. Then the mayor went on to say she preferred a hand up and not a handout and that she would like to start a committee to look into solving some of the homelessness problems she sees and feels exist in Klamath Falls. And suggested she may want me to be part of the committee because of my experience and knowledge of being homeless in the past myself.

Here are some examples of why the homeless don't like shelters for the following reasons:

1. Throwing people together that don't like each other.

2. Their stuff gets stolen what little they have left.

3. Too many rules.

4. Cramming God down their throats and bible thumping. And that is just a few reasons they don't stay in homeless shelters.

Well, like I have mentioned before unless a person has been homeless before they should NOT be running homeless shelter programs when they have no idea what it is like to be homeless. That's like asking someone to do a job they know nothing about or any experience doing it.

I have spent the last month meeting most of the homeless that hang out at Vets Park. They watch out for each other and help each other. But like the rest of us, not everyone gets along, but when it comes down to not liking each other, they choose to help each other survive instead.

The first breakfasts for the homeless could be a menu like the suggestion below served at Vets Park and could consist of the following:

Pastries, Coffee, Tea, Sugar, Creamer, Milk, Sodas, etc.

I feel now I do not need to get on the agenda for the simple fact and that is the homeless have rights to be fed in Vets Park rather the city likes it or not. And I do not need their approval to do it for the following reasons:

Homeless Rights Advocacy Project releases six studies on solutions to homelessness

Seattle University’s Homeless Rights Advocacy Project (HRAP) dropped a series of reports on May 7 that aim to provide advocates, homeless people and policymakers with a suite of tools and legal thinking around solutions to the region’s homelessness crisis.

Last resort will be to file an injunction and motion against the city of Klamath Falls for violating the civil right of the homeless in Klamath Falls, Oregon by Tulelake News.
