City Council determined to improve economy and tourism this is an appropriate use of funds

Construction plans are underway for the static F-15 jet display installation after the Klamath Falls City Council approved an amendment to the contract with Modoc Construction Company on Oct 2, 2023.

The contract was amended to reflect a change of the jet’s placement within Veterans’ Memorial Park.

According to guidance from the U.S. Treasury Department, in general, funding categorized as “responding to the far-reaching public health and negative economic impacts of the pandemic” can’t be used for general economic development, or, “activities that… generally enhance the jurisdiction’s business climate.”

The guidance on that category is much broader. According to the Treasury Department, “Revenue loss is the most flexible eligible use category under the [State and Local Fiscal Recovery Funds] program.”

The effort to bring a decommissioned jet to one of the city’s parks has been going on since 2015, according to the city.

The council has determined that to help improve the economy and tourism to the community, they feel this is an appropriate use of those funds.

The city counts this project under the criteria of “replacing lost public sector revenue,” as the city lost tourism during the pandemic. In building this display they hope to attract more tourists to the city.

This project is an improper use of COVID relief funds. The Klamath Falls city council disagrees. There are sometimes homeless veterans sleeping sleeping in or near the park, and the federal relief funding could be better used for support services.

Through SLFRF, investing unique needs of local communities and create a stronger national economy by using these essential funds to:
*Fight the pandemic and support families and businesses struggling with its public health and economic impacts
*Maintain vital public services, even amid declines in revenue resulting from the crisis
*Build a strong, resilient, and equitable recovery by making investments that support long-term growth and opportunity
